Holscher declares victory in Kansas governor's race as Masterson awaits election audit

Democrat Cindy Holscher has declared victory in Kansas' closely contested governor's race, but Republican Ty Masterson has not conceded as election officials prepare to conduct a mandatory audit.

Holscher led Masterson by 5,600 votes Wednesday afternoon, a margin of just over half a percentage point out of more than 1 million votes cast.

The Associated Press had not called the race.

Outgoing Democratic Gov. Laura Kelly congratulated Holscher, referring to her as governor-elect despite the results remaining unofficial.

In a statement, Holscher thanked Kansas voters for their support and pledged to represent all residents, regardless of how they voted.

"Whether I earned your vote or not, I will work for you," Holscher said.

She identified strengthening public schools, lowering costs for families and farmers, and improving the state's economy as priorities for her administration.

Masterson acknowledged the early results were unfavorable but said the narrow margin warranted further review.

"The first count does not seem to be going our way, but the margin is narrow enough that Kansas law calls for another look, and we'll let that process finish," Masterson said.

Kansas election officials confirmed Wednesday that the governor's race is among six statewide and legislative contests requiring additional audits because of their narrow margins.

The expanded review will examine ballots from an additional 10% of precincts in each county.

The outcome could also be affected by outstanding mail ballots, which can arrive through Friday, if they meet state requirements.

Provisional ballots must also be reviewed before final results are certified.

A full recount remains possible, although Masterson has not formally requested one.
