Joplin ends final 1717 Marketplace development tax ahead of schedule

JOPLIN, Mo. — A special sales tax that helped finance infrastructure improvements at the 1717 Marketplace development has ende.

This closes out the final piece of a redevelopment plan that began about two decades ago.

The Transportation Development District tax expired Sept. 30 after generating about $3 million for transportation-related improvements. The tax added one-eighth of a cent to purchases made at businesses within the district.

City officials said the TDD could have remained in place for as long as 30 years but instead paid off its obligations in about 21 years.

The district helped fund improvements at 17th Street and Range Line Road, including access to businesses such as Academy Sports, Walmart, Wendy's, Macadoodles and Shell.

A separate tax increment financing district tied to the same development ended June 1.

That TIF helped reimburse infrastructure expenses including streets, sidewalks, streetlights and stormwater improvements.

The area, which once included a vacant Kmart and the former Sands Inn Motel, had been considered blighted before redevelopment began.

The TIF redirected a portion of new property and sales tax revenue generated by the development until eligible infrastructure costs were repaid.

Since July, the city says 100% of the increased tax revenue generated within the former TIF district has gone to local taxing entities, including the city, Jasper County and Joplin Schools.

City Manager Nick Edwards credited local shoppers with helping the project succeed.
