Former Newton County inmate files suit

A man who spent some time in the Newton County Jail is filing suit.

Former inmate Leonard Rains says he was physically assaulted by law enforcement at that jail on Christmas Eve of 2020.

Raines, who was arrested for a DWI, is seeking damages from the jail, Newton County, the Seneca Police Department, and Officer Jason Zimmerman.

He says officers used a bar to break his arm and injure his shoulder.

Raines says that action constituted cruel and unusual punishment and violated the rights guaranteed to him by the Eighth Amendment of the Constitution of the United Sates.
