3 house funding bills being combined to go to the senate

The U-S House is to vote separately on three foreign aid bills for funding to Israel, Ukraine and Taiwan.  

But according to southwest Missouri Congressman Eric Burlison, there is a trick vote that combines all three bills before sending it back to the U-S Senate:  

“What we are doing is we are voting on a rule that literally says these next three bills will be merged together before it goes to the Senate.  That rule is the real vote.  And you will see a lot of Republicans vote down what is considered a procedural motion.”
