Noel authorities searching for alleged animal abuser

Authorities in Southwest Missouri are searching for an alleged animal abuser.
The Noel Marshal's Office is currently looking for Jeffery Howard.
On February 23, 2023, Noel Marshals Office received a report of a dog with an arrow in it's head. Authorities say an investigation was launched but that it was hard to establish probable cause because the tips they received could not be substantiated.
On March 1, enough probable cause was obtained to seek a warrant for Howard's arrest.

DO NOT attempt to apprehend Howard yourself.
