(AP) - Jefferson City police officers who fatally shot a man during a traffic stop last month will not face charges. Cole County prosecutor Locke Thompson said Tuesday the officers who shot Clay Willingham, of Moberly, on June 7 acted in self-defense and defense of others. Police said Willingham had a rifle and ignored officers' demands to drop the weapon. Thompson said Willingham turned toward the officers with the rifle raised before he was shot.
