Mill and overlay work to begin on Connecticut and Schifferdecker Avenues

The City’s resurfacing program for 2025 will be resuming and now will focus on two major corridors in Joplin: Connecticut Avenue and Schifferdecker Avenue.
Following this work, the remaining residential areas on this year’s program will be completed.
Work is tentatively scheduled to begin on Thursday, Sept. 4, along Connecticut Avenue, from Campbell Parkway to 32nd Street.
Work on Schifferdecker Avenue is scheduled to follow with an anticipated start date of Tuesday, Sept. 9, from 7th Street to 32nd Street. This work is weather-dependent, and the City will post final dates once Blevins Asphalt Construction, the contractor, confirms the schedule. Please watch for these notices.
This work is referred to as “mill and overlay,” as the top couple inches of existing asphalt are removed (milling), and then workers lay a fresh new coat of asphalt over the area (overlay). Crews generally complete one side of the road and then return to finish the other side, allowing drivers to still have access by utilizing lane shifts.
Blevins Asphalt Construction, the contractor, will notify residents and businesses along these city streets with informational door hangers on their front doors. No parking signs will also be posted along both sides of the street and at both ends of each block. These notifications should be completed within 48 hours before the start of work. It is important to ensure that vehicles are not parked on the posted streets until the paving work is completed.
As milling and paving operations along city roads begin, the City encourages citizens to watch for postings in their neighborhoods.
Street resurfacing consists of a two-inch average milling and asphalt overlay. The yearly overlay was not bid out last year. Therefore, this bid contained two resurfacing zones, covering numerous areas in the City.
City staff annually evaluate the pavement conditions of the City’s street system using the Pavement Surface Evaluation and Rating (PASER) system and recommend streets which require improvements. This review helps determine which streets are to be resurfaced, taking into account traffic counts, street classifications, structural integrity, and ride quality. Streets or parking lots may be added or deleted from this list.
