Joplin City Council to Address Key Community Issues at June 2 Meeting

JOPLIN, MO — The Joplin City Council will convene on Monday, June 2, 2025, at 6:00 p.m. in the 5th Floor Council Chambers at 602 S. Main St. for a regular meeting to discuss critical community matters, including zoning changes, infrastructure improvements, and public safety concerns. The meeting will be broadcast live on KGCS-TV channel 21, regional cable systems, and streamed online at joplinmo.org.
The agenda features presentations from Matthew Fry, President/CEO of Freeman Health Systems, an annual audit report, and a quarterly update from the Joplin Area Chamber of Commerce. Public input will include citizen concerns about excessive speeding on Vermont between 8th and Railroad and reckless driving near children at play.
Key public hearings include:
  • Council Bill 2025-270: Rezoning 1148 S. Pennsylvania Ave. from Heavy Industrial (M-2) to Multi-Family Residential (R-3).
  • Resolution 2025-007: Approving a special use permit for duplexes at 3105 Wisconsin Ave.
  • Case 018-25: Reviewing a site plan for Vita Nova Village, a small-format home development at 1201 S. Byers Ave.
The consent agenda includes approving a $750,000 contract with Ace Pipe Cleaning, Inc. for wastewater system rehabilitation, rezoning 410 W. 26th St. to Neighborhood Commercial (C-1), and adopting an updated city salary plan for 2024-2025. Emergency ordinances will authorize the sale of six city-owned parcels, ranging from 25 to 4,482 square feet, to various buyers.
First-reading ordinances propose urban hunting regulations, a $55,502 purchase for trolley wheelchair lift replacements, and a $2.84 million contract with Emery Sapp and Sons Inc. for Zora Street Improvements Phase 2.
Residents wishing to speak on agenda items must submit a request to the City Clerk before the meeting. Handouts require 12 copies, and external electronic devices are prohibited without prior approval.
