Liberty Utilities files amended rate increase request
The new amended request seeks an increase of approximately $152 million, an increase of 29.64%

Liberty Utilities is asking the Missouri Public Service Commission (PSC) to approve their new rate increase proposal.
The PSC accepted an amended rate request from Empire District Electric Company doing business as Liberty and set new intervention and case decision deadlines.
Liberty previously filed a rate increase request on Nov. 6, 2024, for $92.1 million, an increase of 15.99%.
The new amended request seeks an increase of approximately $152 million, an increase of 29.64%.
Liberty says the new filing corrects a technical error in the initial filing tariff sheets. However, when taking into consideration the fuel adjustment and energy efficiency revenues collected from customers during the same test period used to calculate the proposed $152 million increase, the net bill impact of the request is reduced.
“This general rate adjustment request reflects the company’s efforts to strengthen Liberty’s system against storms and extreme weather, upgrade and add facilities and install devices and technology to support grid resiliency and security, improve reliability and shorten restoration times, and enhance capacity to meet energy demand and growth.”
The PSC has extended the original deadline to decide the case by 89 days, with a decision now expected by Jan. 2, 2026. The PSC also extended the intervention deadline to March 25, 2025.
Applications to intervene and participate in this case must be filed no later than March 25, 2025, at midnight, with the Secretary of the Missouri Public Service Commission, P.O. Box 360, Jefferson City, Missouri 65102, or by using the Commission’s Electronic Filing and Information System (EFIS) at www.psc.mo.gov.
