Former Joplin City Councilman Bill Scearce has died

Former Joplin city councilman Bill Scearce has died.
Scearce came to Joplin to work for the city in 1969.
Later he started his own business, Shanks Army Surplus, then won election twice to the city council.
Scearce was 81.
