JPD Seeking Arrests of Four Non-Compliant Sex Offenders

On Halloween Evening, The Joplin Police Department conducted compliance checks of 41 registered sex offenders who must abide by the Halloween Law. Of the 41 checks, 9 offenders were found to be non-compliant. Officers also made an arrest of one of the offenders for a warrant. Charges are pending on the other non-compliant offenders.
Plus there were 4 people who could not be located and are also non-compliant. Joplin Police has issued warrants for the arrest of Craig Bailey, 33, Heather Walker, 41, Jefferson Helton, 30 and Darrel Smith, 34, all of Joplin.
